Serafin D. Talisayon is Professor of Philippine Studies at the Asian Center, University of Philippines. After obtaining his Ph.D. in physical biology at Cornell University, New York in 1971, he worked on policy research for five years at the Institute of Strategic Studies, Philippine Center for Advanced Studies. He has since adopted the social sciences as his field. His research specializations include technological and social innovations, future research, and natural resources management. He reflects his rich multidicsiplinal background and experience in this book.
