Loro Horta is Associate Research Fellow and a Ph.D. candidate at the S. Rajaratnam School of International Studies, Nanyang Technological University. He was an adviser to the Defence Department of Timor-Leste. He is also an international consultant for the Portuguese Institute of International Relations.
